Jeff Newell, RPh
Chief Executive Officer
Jeff Newell is the Chief Executive Officer with primary responsibility for strategy, growth, operations and financial health of the organization. Jeff and the PQS team are focused on connecting medication use stakeholders to quality information in a consistent and reliable fashion, allowing them to move more quickly from measurement to improvement. The team at PQS deliver the quality insights and guidance necessary to support our customers’ efforts to optimize the quality of medication use for the populations they serve.
Throughout his career Jeff has focused on improving operations and providing tools so pharmacists can help patients live a more fulfilled life. Jeff has held several leadership positions throughout his career. They have included independent pharmacy ownership, Large Pharmacy Chains -CVS and Kmart, Quality Improvement organization- RIQIO, and Long-Term Care Pharmacy- Millennium. Additionally, Jeff has had the pleasure to serve on many State and National Boards and Taskforces on important topics such as; payment reform, quality indicators, patient centric care, compliance and adherence of medication, utilization of technicians, pharmacy regulations, utilization of technology and disease state management. Given his experience on the Rhode Island Board of Pharmacy, the National Association of Boards of Pharmacy (NABP), the National Association of Chain Drugstores (NACDS), the Pharmacy Technician Certification Board (PTCB), the American Pharmaceutical Association (APhA), the Board of Pharmaceutical Specialties (BPS) and various College of Pharmacy Boards he is well integrated into the pharmacy, healthcare, healthcare technology and quality circles.
Jeff is a graduate of Union University, Albany College of Pharmacy of Albany, New York with a Bachelor of Science in Pharmacy. Jeff enjoys playing golf, woodworking, teaching his 4 grandchildren how to swim and gathering his wife of 38 years and 4 children around the campfire after a fun day at the lake.
Todd Sega, PharmD
VP, Client Relations & Services
Todd Sega is the Vice President of Client Relations and Services who oversees relationships with payers and pharmacy organizations that partner with PQS to manage performance information and optimize the quality of medication use. Todd has a passion for quality improvement and more specifically, helping patients receive the best care from network pharmacies. Todd believes the first step to quality improvement starts with solid measurement. He enjoys working and leading organizations through a process of understanding, engaging and eventually managing performance information and deploying a portfolio of improvement strategies and programs.
Todd has followed the profession’s first pay-for-performance programs and has helped payers covering over 44 million lives partner with community pharmacies for quality improvement. Prior to his role, he served as the Senior Manager of Pharmacy Affairs at the Academy of Managed Care Pharmacy (AMCP) where he helped to advance innovations and collaborations related to quality and Medicare Stars, transitions of care, and comparative effectiveness research. Furthermore, he also managed the AMCP Foundation Pharmacy and Therapeutics Competition and established a new approach for pharmacy students to gain experience with comparative effectiveness research as it relates to evidence evaluation and formulary decision making.
Todd holds a Doctor of Pharmacy degree from the Raabe College of Pharmacy at Ohio Northern University where he currently serves on the Pharmacy Advisory Board. As a native of the Northeast, Todd appreciates the North Carolina weather and all the area has to offer with mountains and beaches. He lives in Raleigh and enjoys cycling, hiking, scuba diving and good coffee.
Elliott Sogol, PhD, RPh, FAPhA
Senior Vice President, Strategy
Elliott M Sogol is the Senior Vice President – Strategy and has responsibility for strategic planning, project implementation, new business development, and expansion of the EQuIPP™ platform internationally. Elliott’s passion is helping to move the profession forward in ways that support and encourage patient centered care impacting individual patients and the communities that we serve. From a quality perspective Elliott believes that the profession needs to move to the forefront in the healthcare system to not only show but also provide the value of that pharmacists provide each and every day.
Prior to joining PQS, Elliott held positions in the Healthcare Professional Services group for Target Corporation. His responsibilities included strategic planning, patient medication quality and safety review, clinical services development, and relationship management within the profession. Prior to these roles he also held positions in academia at Campbell University School of Pharmacy and the University of Illinois-Chicago. In addition, he held leadership positions in the corporate and R&D divisions within Glaxo Smith Kline. Elliott currently serves on a few committees for the Pharmacy Quality Alliance (PQA) including the Research Coordinating Committee (RCC). He holds adjunct faculty appointments at Campbell University, the University of Minnesota, and the University of North Carolina. Elliott served as the Science Officer for the American Pharmacists Association from 2003 – 2010.
Elliott was selected as a 2003 Fellow for the American Pharmacists Association. He has also been honored with the Linwood F. Tice – Friend of APhA – Academy of Student Pharmacists Award. Other honors have included the University of Wisconsin Graduate Excellence in Teaching Award and the Rennennbahm Teaching Award for Excellence at the University of Wisconsin School of Pharmacy. Elliott holds a BS degree in Pharmacy and a PhD in Pharmacy from the University of Wisconsin School of Pharmacy. As a native of Wisconsin (yes, a cheese head), Elliott enjoys the outdoor life in winter as a cross country skier – however being in North Carolina for many years his skills in this area are no longer tested. He lives in Hillsborough and enjoys his family, music, and relaxing walks with his dog.
Mark Conklin, PharmD, MS
Chief Information Officer
Mark Conklin is PQS’s Chief Information Officer and is responsible for our core application, EQuIPP™, in addition to our reporting and analytics services, network infrastructure, and cybersecurity efforts. Mark has enjoyed being a founding member of PQS, with a front row seat for the development, growth, and continued expansion of quality measurement and value-based programs in the pharmacy space.
Prior to his adventure with PQS, Mark held positions with Highmark Blue Cross Blue Shield and began his career as a pharmacist “on the bench” with CVS Health. Throughout his career, Mark has appreciated opportunities to be involved in concept development, process improvement, and the science of measurement – all towards creating value for both organizations and patients.
Mark holds Doctor of Pharmacy and Masters, Pharmacy Administration degrees from Duquesne University. A Buffalo, NY native and current Pittsburgh, PA resident, Mark enjoys blue collar sports towns! His other interests include soccer, golf, coaching, music, reading, and enjoying time with family in the great outdoors. .
